Adult Bookstore Stocks Mainstream Paperbacks for Compliance -
ELLICOT CITY, Md. - The Pack Shack avoided Howard
County's latest attempt to force
the adult bookstore to close by stocking used non-adult books in their
basement -
thereby avoiding a zoning ordinance crafted specifically targeting the
business.
According to a report in the Baltimore Sun, Howard
County officials have sought to
close the jurisdiction's only adult bookstore for 11 years now. Adding
the used
books allowed the 24-hour-a-day operation to avoid legal classification
as an adult
bookstore.
Using the basement allows the store to rise above
the legal criteria that define an
adult book or video store as a public store "where at least 20 percent
of the stock"
is sexual material, and where at "least 20 percent of the total usable
floor area"
is devoted to sex items.
"They hadn't used the basement before," said Louis
P. Ruzzi, the senior assistant
county solicitor who has spent years trying to use zoning laws to get
the courts to
order the store to move or close.
The store stills needs to dedicate about another
30 square feet of floor space to
nonsexual items in order to be in full compliance Ruzzi said. If it
does, the
carefully crafted county law would no longer apply.
All that the county government has to show for the
long struggle is a receipt for
$187,690 in taxpayer money paid to reimburse the Pack Shack's legal
costs after the
state's highest court ruled in 2003 that the first county zoning law
regulating
adult bookstores was unconstitutional.

Ohio Curfew Bill Leads to New Political
Websites DAYTON, OH -
Ohio's adult industry curfew law has led to the creation of two new
sites for citizens to voice their concerns to their elected
representatives, StopTheHouse.com and StopTheSenate.com.
Ohio's Senate bill 16, The Community Values Act,
would set strict midnight curfews for adult bookstores and other
businesses. The bill passed the Ohio State senate by a 24-8 vote April
18, but if it is not passed in the state House by May 2, it will have
to be re-submitted.
"The main motivation to get this site started was
what's going on here in Ohio with Senate bill 16," Matthew Riley,
webmaster for StopTheHouse and StopTheSenate, told XBIZ. Riley is also
IT manager for the Dayton-based In Your Face Agency, which operates
adult cabarets and websites. "We own several adult businesses, and this
obviously hits home. We thought this would be a great tool, which we
had sitting in our back pocket, practically ready to go."
The StopTheHouse website was announced by a 60,000
mass e-mailing Thursday night. "We sent to every e-mail address we had
access to," Riley said. "We've already sent 450,000 emails to the state
House, because every time somebody hits 'Send' it goes to all 100
members."
The bill was presented through Ohio's
initiated-statute petition process. Citizens for Community Values, a
conservative, Cincinnati-based group, led the petition drive.
At present, the sites only offer links for Ohioans
to protest the curfew law to Ohio state legislators, but plans call for
the site to connect citizens to legislators in all 50 states. In
addition, a third Web site, StopTheWhiteHouse.com will be introduced
along with other advocacy sites in the future.

TORONTO HACKER LAB STRIKES AGAIN
TORONTO, ONTARIO -- For years we have been following the exploits of
University of Toronto Political Science Professor Ron Deibert and his
Internet commando hacker unit, called the Citizen Lab, and their
valiant efforts to subvert authoritarian censorship around the world.
(See X-Press report, "Professor
and Hacker Foil Foreign Censors." 4/23/04). Now the group has
designed perhaps the most advanced tool yet in allowing Internet users
to circumvent government censorship of the Web.
The
program, called psiphon (pronounced SY-fon), is slated to be released
this week. As described in a New
York Times story by Christopher Mason, Psiphon is downloaded
by a person in an uncensored country (psiphon.civisec.org),
turning that person's computer into an access point. Someone in a
restricted-access country can then log into that computer through an
encrypted connection and, using it as a proxy, gain access to censored
sites. The programs designers say there is no evidence on the user's
computer of having viewed censored material once they erase their
Internet history after each use.
Professor
Deibert and his group say existing anticensorship programs are too
complicated for everyday computer users, leave evidence on the user's
computer and lack security in part because they have to be advertised
publicly, making it easy for censors to detect and block access to
them.
"Now you
will have potentially thousands, even tens of thousands, of private
proxies that are almost impossible for censors to follow one by one,"
said Qiang Xiao, director of the China Internet Project at the University
of California, Berkeley.
